About the Company :

Fauquier County, Virginia is approximately 40 miles from Washington, DC and 80 miles from Richmond, the state capital. Fauquier County encompasses a land area of approximately 650 square miles and is bordered by the counties of Prince William, Stafford, Culpeper, Warren, Clarke, Loudoun, and Rappahannock. Because of its proximity to Washington, DC, the county has experienced consistent population growth rates over the past 10 years and is currently home to around 68,000 residents. Despite that, the County remains primarily rural. Fauquier County Public Schools includes 11 elementary schools, 5 middle schools, 3 high schools and 1 alternative learning school.

About the Role :

Performs intermediate professional and administrative work assisting the Director with the planning, leading, directing, developing, and coordinating the policies, activities, within Fauquier County Government and Public Schools employee relations; does related work as required. Work is performed under limited supervision. Supervision exercised over assigned departmental personnel.

Responsibilities :

  • Assists the Director in development, planning, implementation and evaluation of departments and School Division goals;
  • Oversees the School human resource programs regarding employee relations to include recruitment, hiring, performance feedback; professional development; and compliance with licensure requirements for certified/licensed personnel.
  • Plans, organizes, and coordinates operations/activities of various programs, policy development and interpretation, compliance with laws/regulations, record maintenance, or special projects; provides assistance and guidance to ensure proper administration of human resource programs.
  • Interprets, applies, explains and ensures compliance with all federal, state and local policies, procedures, rules, regulations, laws and standards; initiates any actions necessary to correct deviations or violations. Performs investigations and administers grievance process.
  • Investigate disciplinary situations, gathers evidence, takes statements, formulate cases summaries, and advises Director of Human Resources of recommendations. Collaborate with supervisors to oversee the administration of formal disciplinary actions. Maintain employee relations information, including confidential files and records of employee relations consultations and disciplinary actions.
  • Oversees the progressive disciplinary process coaching and counseling managers and employees towards solutions and appropriate application of policy.
  • Collaborates with County and School Division leadership to develop guiding principles, strategies, and plans related to organizational development.
  • Plans, organizes, evaluates, coordinates, and directs the work of human resource professionals; monitors work assignments, evaluates workload and measures of effectiveness; evaluates and implements efficiencies in work processes; coordinates daily work activities; organizes, prioritizes and assigns work; monitors status of work in progress and inspects completed work; consults with assigned staff, assists with complex/problem situations and provides technical expertise.
  • Serves as Director of Human Resources when required.
  • Performs related tasks as required.

Qualifications :

Any combination of education and experience equivalent to graduation from an accredited four year college or university with major course work in personnel, public administration or related field and considerable human resources generalist experience. Certification in IPMA, SPHR, or PHR preferred.

Required Skills :

  • Thorough knowledge of basic methods, practices and objectives of public personnel administration;
  • Thorough knowledge of the organization and function of municipal government and/or school division;
  • General knowledge of basic research techniques and report writing;
  • Thorough knowledge of County’s personnel policy, payroll, insurance and benefit programs, methods and record keeping.
  • Familiarity with proper investigations/grievance processes preferred.
  • Experience with MUNIS HRIS software a plus.
  • Ability to present ideas effectively, either orally or in written form;
  • Ability to conduct effective personnel interviews;
  • Ability to maintain technical records;
  • Ability to establish and maintain effective working relationships with associates and the general public.

Preferred Skills :

Certification in IPMA, SPHR, or PHR preferred.
