Job Description

The Director of Data Analytics will report to the Chief of Staff, in the Executive Office, and largely work independently to lead the development and implementation of a comprehensive data strategy. This position will identify the need and guide how data is collected, analyzed, governed, and used to improve housing programs, support policy development, enhance operational efficiency, and increase transparency.

The incumbent will utilize advanced analytical and geo-spatial mapping skills, along with a deep understanding of public housing programs, to translate complex data into actionable insights for leadership and stakeholders. This position plays a critical part in optimizing housing programs, enhancing service delivery, and supporting data governance across the organization.

The Salary Range for this position is $102,189.60 - $127,737.00 annually. Placement at any specific point within the stated range is not guaranteed for any candidate. Final compensation will be determined based on the selected candidate's qualifications, experience, and skills, as well as internal equity and organizational considerations.

  • Lead complex data projects that will support multiple facets of the housing authority’s programs and operations, such as asset repositioning, Public Housing and Housing Choice Voucher (HCV) programs, and MTW initiatives.
  • Align data analysis and reporting with agency goals and development priorities, while ensuring compliance with Federal, State, and Local requirements.
  • Design, develop, and maintain dashboards and performance reports for executive leadership, board members, and external stakeholders.
  • Manage data at every stage of the data lifecycle by establishing effective procedures, standards, and controls to ensure quality, accuracy, access, and protection of data, as well as managing information resources.
  • Conduct in-depth analyses to monitor program performance, assess outcomes, and support strategic planning.
  • Collaborate with various departments including, but not limited to, Information Systems Management, Finance, Housing Operations, and Capital Projects to improve data accessibility, streamline data collection, and provide analysis to support decision-making.
  • Present on data, analytical findings, and policy recommendations to internal and external stakeholders.
  • Produce reports based on data findings and trends for internal and external consumption.
  • Assist departments with mapping requests and projects, through GIS mapping and/or other mapping software.
  • Establish, maintain and enhance geospatial datasets for the agency.
  • Provide technical assistance to departments on their mapping projects, as appropriate.
  • Stay current on regulatory changes, guidance from the United States Department of Housing and Urban Development (HUD), and best practices in public housing data and analytics.
  • Coordinate with external partners on data-sharing initiatives.
  • Perform related duties as assigned.

  • Knowledge of affordable housing programs and HUD regulations.
  • Strong knowledge of data governance and privacy.
  • Ability to apply both qualitative and quantitative research methods effectively.
  • Skill in using Structured Query Language (SQL) and data visualization tools (e.g. Tableau, Power Bl, etc.).
  • Skill in using a mapping tool (e.g. ArcGIS)
  • Skill in translating complex data into clear, actionable insights for policy and operational decision makers.
  • Ability to effectively present complex data insights to non-technical audiences, both verbally and in writing.
  • Ability to manage multiple priorities effectively.
  • Ability to communicate with people of different social, economic, and ethnic backgrounds.
  • Skill in establishing and maintaining effective working relationships with co-workers, clients, and the general public.
  • Ability to operate a personal computer utilizing standard and specialized software, as well general office equipment.

License and Certification Requirements:

May require possession of a valid Commonwealth of Pennsylvania Class C Driver’s License.

Physical Demands and Working Environment:

Work is typically performed in a standard working environment.

Minimum Education

Bachelor’s degree in Data Science, Public Policy, Urban Planning, Computer Science, Statistics, or a related field.

Minimum experience

  • 8 years of experience in data analytics, intelligence, or information systems, with at least 2 years in a senior or strategic role.
  • Experience in using Structured Query Language (SQL) and data visualization tools (e.g. Tableau, Power Bl, etc.).
  • Experience in using a mapping tool (e.g. ArcGIS)

Alternative Qualifications

An additional four (4) years of experience may be considered in lieu of a Bachelor’s degree.

Preferred Qualifications/Experience

Experience at a public housing authority, government agency, or similar public sector / non-profit setting.
