Job Description

Incident Safety Officer – Emergency Response & Biosecurity:

The Safety Officer is delegated the responsibility for ensuring the safety of all responders on the incident and reports to the Incident Commander / Deputy Incident Commander. Has the authority to halt operations on-site until deemed safe.

Job Responsibilities:

  • Ensures the safety of responders
  • Conducts site visits as appropriate
  • Prepares and maintains records of serious occupational injuries and illnesses using the Occupational Safety and Health Administration (OSHA) 300 and 301 Logs.
  • Identifies, communicates, and documents safety, occupational, and environmental health hazards, needs, and concerns.
  • Develops the Health and Safety plan.
  • Develops intervention measures to mitigate risks
  • Attends all applicable incident meetings and assigns duties to second in command SO and Safety Coordinators
  • Investigates accidents, injuries, and illnesses that have occurred within the incident area and determines if new safety and occupational health measures are needed
  • Briefs Incident Command on safety and occupational health issues and concerns
  • Conducts fit testing and reviews medical monitoring
  • Ensures incoming incident personnel receive a safety briefing

Job Prerequisites:

Training:

  • ICS-100
  • ICS-200
  • ICS-300
  • ICS-400
  • IS-700
  • IS-800
  • E/L 954: NIMS ICS All-Hazards SO Course, or equivalent
  • HAZWOPER 24-Hour course (minimum) or 40-Hour course

Experience:

  • The individual should have experience in previous incidents or in full-time job responsibilities
  • Only individuals on Emergency Management Safety and Security Divisions ICS SOs list may be detailed for this position.

Credentials:

  • Valid Driver’s License
  • Respiratory Protection
  • National Fire Protection Association 472: Hazardous Materials/Dangerous Goods Awareness
  • OSHA 30 hr.
  • Portacount Fit Testing
  • Requires medical clearance, annual training, and fit-testing for respirator use.
